I think it's how Keito is preforming his 1 2 3 rotation. if you watch the the far right hot bar every time they lean it up or left the first ability is rapidly getting triggered and same with the the next when they press down and again with up.. Again I suspect that what they are using the stick for. I could be wrong. I will add interesting use of rapid repeat O.o if that is what's going on ... wonder what the pit falls of doing that are? if any.

The numbers 1.2.3.4 are set.
Activate various skills by combining Shift and Ctrl.
