For testing purpose you can use it on a localhost server but for sending bulk emails you would need to install the plugin on a live site and configure an SMTP connection.

Yep! Try the slow sending so that your emails aren’t going out in bulk. That way, they stays out of the spam folder!
What happens, if there is no new post within the selected period?
Then the condition’s wouldn’t match and no emails will be sent.
