If you mean measuring them in tensile tests: Strain rate: just divide velocity of the tensile test gripper by the initial gauge length of the specimen. for precisely measuring the strain rate you should divide it by current length. Fracture strain is obvious in the stress-strain curve by a sudden drop at final strain. Stress triaxiality is known based on the shape of the initial specimen and type of loading, you can find them in literature. For example: 0 under pure shear. 1/3 under single tension.
