@nativeafroeurasian Service brakes on flat land. Jake breaks mean you're always accelerating or braking so it's harder to correct skidding once it starts.
Can you use jakes in the rain? Yes, and sometimes you need to for downgrades or if you are particularly heavy. Generally though, it's not a great idea and someone like this driver in the pink truck should not be going this fast nor using the jake here since they have nowhere near enough experience to understand what the jake does to a truck. The specific wording in my state's CDL Manual is to "avoid using them" because in most cases, it causes unnecessary risk. Service brakes work just fine in those 90% of cases and the other 10% *may* call for a jake occasionally in the rain.
