1.First of all, you should DNA test both the bird for better understanding about male & female. 2. If their age is less than 1.5 years then there is a chance of infertility even after having both male female bird. 3. Both female is a possibility, but proper age(above 1.5 years) and dna testing is must. 4. Some time, at the first clutch pair lay 10-11 eggs. That doesn't mean it's not male female. It's may be Or may not be a pair. So, follow above instructions carefully.
