This was to be I-95 in the 1950's, but the northeast part from US 50 to College Park got NIMBY'd and finally dropped in the 1970's. An interchange had been built and there are a couple of Park & Rides near the Beltway that were part of the planned I-95.

The "Shirlington" you're speaking of is a neighborhood in Arlington County, Virginia which is named after the "Shirlington shopping Mall" which opened in the late 1950"s.
D.C. Has a building code with a height restriction. My grandmother told me that the purpose of this height restriction was to emphasize the width of the streets in D.C.
It's illegal that is why they don't have any. They would obstruct the capitol. My state capitol city Madison WI has the same law too. Arlington has some skyscrapers that is good enough

Great video. The tunnel heights are signed 13’ but I’ve seen 13’6” high commercial trucks travel through those tunnels a number of times.

Why would DC need them anyways? It exists to be the capitol. It's not like NYC which is a major banking and investment hub.

"No building taller than 288 FT (height of the Capitol) shall be built within a one square mile area around it"
