No probably about it. He is better than Plushenko. Yuzuru is the best there's ever been. Plushenko was no where near as fluid and graceful on the ice and his jumps were really rather jerky and stiff.
Bad idea to compare them tho. They're both are the most known in their time, fs overall has changed since the times when Plushenko was skating so comparing makes no sense
