@Megahammerheadshark .........in a bulding? It's the bridge that connects North Lake Shore Drive to South Lake Shore Drive. During the warming months, boats commute down the Chicago river and in order to reach Lake Michigan, they must raise the bridge which stops traffic on LSD for about 15 minutes.
I was able to see this bridge open when I was younger, it was an amazing experience

Don't know. Either way, they won't raise the bridge if there are cars or pedestrians on it.

They have a crew that goes around to the different bridges, ahead of whatever vessel is on the water, and works at each bridge opening as needed.
That bridge is now either dormant or not maintained.
