Well it's there for QoL, like during a shootout when your moving downed officers vehicles or when you need to toe a car/scuff impound, or after losing keys from a head pop.
But they can slim Jim during OTHER situations too, so it's funny that they took it here. Not a very serious situation, not going to harm nobody, just make for a funny scene.
