Judgment: Out of Bounds

I explore outside of Kamurocho for educational purposes of course.
-Made it for a friend mostly tbh
How to replicate:
Play the VR minigame go into a fight that is outside of Kamurocho, get knocked down (stay down don't get back up) and exit minigame like how you normally would exit a minigame and you will most likely appear out of bounds.

I think the cars have colision because you can actually go there in one of the drone races, so it would be weird to have the cars phase through the drones.

You should check the ADDC building. It is so detailed but you are barely there for some missions, wish I could see the entire complex.
