    If I didn't file a tax return for 2019 and was claimed as a dependent over 18 years old ,but I filed one this year for 2020 (not a dependent) am I eligible for the credit recovery rebate

      You may be able to recover the credits if the the stimulus checks weren't already paid to your parents. The stimulus checks were paid out based on 2019 tax return data, so if you were claimed as a dependent in 2019, the stimulus checks likely went to the parents.

    How can I fill this out for someone who is incarcerated and did not receive neither payments

      Filing Form 1040 for someone that is incarcerated can be a complicated process. The IRS published Notice 1446 which addresses how an incarcerated taxpayer can obtain their stimulus checks.
