Because it's how Valve originally designed this game, back in the day. It's not like today's CS:GO where more live comms are used. Back then, more official callsigns and radio commands were utilized, both in-game and in real life.

Bots can be exploited if you stand in or near the smoke and you spam through it. But, I make it a rule not to use smoke grenades in this cheating sort of way, it ruins the fun and the challenge.
