How To Fix USB Device Not Recognized in Windows 11/10 [2024 UPDATED]-Solve USB Device Not Showing Up

my computer doesn't have the "power management" option in properties, or "usb settings" in the advanced power settings. like the options just aren't there. anyone know what's causing this/how i can get them to show up?
