I saw another build where they used the reversed city tiles as blacked out empty space. They had to cross the black pit to get through the dungeon. Was great use of them.
You make a good point about the non-double sided nature of these tiles. I can understand the reason for the "transition" tiles (pavement/road) not being double sided because they would not lie flat (since the road is lower than the pavement) but the full road tiles could still have full pavement on the other side. And yes, in practical terms, it seems two sets are the minimum if you want anything more than just a small "street". All the same, very nice and I'm glad they exist!
100% agree with you. I was very disappointed with the useless black backs on the tiles. Even making them the same with random street features like rats, litter, the grates, or leaving them matt black to use for other purposes would have made it a much better set. Having said that, I'll probably still get another two.

About £100 so around $120 :)
I have 7 of the sets and it's a persistent and deliberate problem; too much of useless tiles and not enough of the needed tiles.
Surprised they haven't done expansion tile only sets
@DontBeBoard but if they did, they'd sell less sets. But if you look on Etsy... Well...
Unfortunately that's true so doubt they'd do it but we can hope 😀
