Not every airport permits dogs (other than service dogs) to be out of a carrier.
I had no problems with this in PIT or BWI, the southwest check in agent is the one who told me I’m able to walk my dog in the airport. But yes some airports may not let you walk your dog and it also depends on how well behaved your dog is.
