What was so funny about it, if you watched the full video, is Biden gave the fireman his hat with the presidential seal and he pointed to the Trump hat and told the fireman 'I want that hat". The fireman gave it to him and told him to put it on so he did. First time I ever saw Biden smile and not look evil. I think the hat had magic powers.
I suspect he dislikes Kamala in the same way that Bill Clinton disliked Hillary for using his life's work to try to catapult herself into the same position he had to work for decades to get. Bill deliberately gaffed in ways that messed up Hillary's campaign ("she collapses frequently" "the awful legacy of the last 8 years"), and I think Joe is doing this as a middle finger to Kamala and all the democrats who forced him out.
