I don’t have a propel bike nor tcr bike so that is just my assumption.I also think giant defy forks can also fit tcr frames.I hope you can look at it and give it a try ,it just sucks that Giant decided to expose the brake cables of TCR and not apply the ones that are in Propel and Defy bikes.

Why change geometry of the TCR fork?The lower bearing zone is totally different of Propel
