Thanks a ton. Fastest way to stop another vehicle is with a few shots of the Tesla coil. Just enough to disable but not destroy the vehicle. Then the hijack is fairly simple (no drama). Always have the travel marker set to one of the nearby Catch-a-Rides so you can get there without getting killed.

Use flamethrower or telsa coil on outrunner pretty much kills riders instantly
