I’m persuaded that this transcription of the verse (don’t know about the intro) is written in the wrong time. It fits more consistently into 4/4 time. Forcing the song into 3/4 time creates all sorts of rhythmic complexities, e.g., polyrhythmic tuplets, time changes, etc.
To me (someone please feel free to correct me if I'm wrong) it looks like a G#m7add11 chord, with the D note in the melody on the fourth quadruplet being an anticipation of the next bar. Then the next bar is EbMaj9/G or could alternatively be a Gm7b6. Hope this helps :)
