Well, I believe their acting ability is equally good! Heath was an incredibly talented actor and so is Joaquin. They just played very different versions of the same character. Both did a wonderful job with the movies and universe they were in (Jared Leto..not so much but he hardly had a chance) so I won't call one of them better than the other. I just connect with Joaquin's Joker on a personal level so he is special to me
I haven't seen this movie, but if this video sums him up, then this version of Joker is quite depressing. Change of pace from the peppy, cynical psychopath of previous iterations.
