Auto-dispense Bird Feeder Using Softdrink Plastic Bottle

We have three dogs; the two are free but this one has to be tied because he is very aggressive and he roams around the streets and neighborhood when untied. We also have local ordinance in our community which prohibits dogs to stay on the streets.
