They don't want anyone to be able to farm from the bosses, to maintain the P2W aspect booming. They nerfed doss's loot, Ajax 's loot cuz people were farming them. Which is not good for their business model.

You aren't supposed to be confident with scavs, they are designed to protect loot and be potentially deadly to the player, you are supposed to fight a scav as if it was an player
