Not to establish any sort of defense for such practices, but there is an establishing event within history for what caused such measures to go into affect. In regards to the Ottoman Empire, what you have to remember is that their rules for succession allowed for less security than within the European courts of the time. Not only were all sons born with an equal right to the throne, any male dynasty member with enough power could topple a sultan if he so chose---Sueliman's own father did it to his grandfather. Mehmed the Conqueror further endorsed the law of fratricide as a way to further cement a reigning sultan's power as his grandfather had had to fight a lengthy war against his brothers that weakened the entire empire. It doesn't make the practice a good one, but it is important to understand that a sultan's power was under threat in the way a European king's was not.
