Not that I'm advocating taking one of those DNA tests but I know people who have done so, can be eye opening what it turns up. Anyway, since Ireland is not a racist fascist state thankfully, the scope for Irish nationality doesn't start and end at whether you have 95%+ White Irish genes.
Irish are an Ethnic people that are racially white/Caucasian so what you basically are in encouraging is culturally appropriation on a peoples identity but because they are white it doesn't matter. Irish are white always have and always will so she ain't Irish.
