windup from set (illegal in NFHS rule set)

This is an illegal pitch from the set position in the NFHS rule set. The pitcher is clearly in the set position (see Rule 6-1-3), so this preparatory first step is not allowed. Ball with no runners on, balk with runners on (see Rule 6-1 PEN). Best practice would be to address it during warmups.
