    They do Alert and Hi-lo because (and this is just something I've heard) originally, Dubuque's Whelens did the standard 3-minute Alert until the internal timer ran out. supposedly someone complained to the Dubuque EOC that they couldn't hear the Alert tone so Dubuque's own Racom, Inc, who is the local Whelen dealer, revised the encoder hot key setup to sound both Alert and Hi-lo.

      Interesting! Can I ask where you got that information from? I wasn't aware of this Racom either. I know ComElec, a local internet service provider with a Motorola radio division, services/installs whelens just across the border in Wisconsin, so I've never heard of Racom.

      @@JMANWiSS In late summer/early fall, I inquired about the system through an email to the Dubuque Fire Protection District. They informed me they themselves do not control the system, it's the EOC's responsibility, but the FD can activate them as a backup if necessary if the primary point at the EOC fails.

      Yep, it is because the channel owner is so dumb
      THIS IS A VORTEX IT DOES NOT HAVE SIDE PANELS

      @@Dogappel its a WPS-4004. The older 4004s with the embossed sides were discontinued in 1996. There are also no Vortexes in Dubuque, in 1998 the city purchased all WPS-4004 sirens from Fesler's Inc.

      Dubuques whelens do voice. Vortexes cannot do voice. The side panels are relative to the time manufactured, the Vortex equivalent of that era 4004 head was the 404R.
