The truth is you Brits do not speak a second language and that's mainly because of your country's poor education system so you always end up fascinated by a foreigner speaking your language..but actually outside your country, people study and speak English (it is actually mandatory) and that is something that for some reason still surprise you. I lived in England for 2 years and the amount of people I knew who were able to speak a second language were actually less than my hands' fingers. So your comments about someone able to talk in English are always quite "naive" cos you compared your educational system to another one and you assume that we don't study another language like in yours.
