What if it's the Veteran that wants keep the house and the civilian spouse wants to leave/sell
in California?
Is there any extra protections for 100% disabled vet?

I'm the vet, she wants to keep the house. She wants to assume the loan. Will I be able use my VA loan again if she assumes it?
Great question. A civilian ex-spouse can absolutely assume the loan and you can receive a release of liability. The downside is that they cannot substitute entitlement as they are not a veteran. This means that your entitlement will still be tied up with that property. You may have secondary or bonus entitlement that would enable you to buy another home, but it may require a down payment.
