Cassandra acts at the speed of thought while Scarlet Witch has to spend time powering up her effects. Against Cassandra, Scarlet Witch won't get that time. In roleplaying games and online games, it's called "interrupt spamming". In the US military, it's called "violence of action." Scarlet Witch just cannot react fast enough to get inside Cassandra's action cycle.
