I remember playing through some SW D20 campaigns and having long discussions about which form each character would focus on, as they were printed in the Hero's Guide as optional Feats (having been recently fleshed out in Star Wars Insider 62 I think right after Ep. II came out). Form IV was mechanically the most powerful by far as it was a ridiculous min-max tool, letting you 2-hand a lightsaber and get "2x DEX mod" to damage instead of "1.5x STR", so it not only let you go all in on DEX, it actually buffed your damage higher than any STR-based character. Can't remember if it ever had to be errata-d or not.

Anakin just joined, considering he is still early in his training and 2. the Clone Wars haven't started yet, otherwise the question if the Sith returned wouldn't have been asked, this probably plays at the latest during 30 BBY (The Phantom Menace is 32 BBY, Attack of the Clones 22 BBY, Revenge of the Sith 19 BBY, A New Hope and the Battle of Yavin 0 BBY/ABY), probably in 31 BBY, making Obi Wan definitely not a Master on the Council
