to be safe I'd get 2 meters !

You can use any type of fabric for a skirt like this ! I used a poly chiffon with no stretch to it. Would be pretty in a silk ! 💗💗
is it possible to turn a mini skirt into a skirt of this type? just like more flowy
Yes ! Without seeing the skirt, my guess would be to remove the waist band and then cut and then sew in triangle panels. This will help create a flare effect to the skirt. Hope that makes sense !
