Agreed. He doesn't understand/know that scholarships don't work like that. You can't stash basketball players on the swim team. The order for attribution is football, basketball, track & field, and then there's an order for the rest, but I don't remember what it is. Order of attribution means if a guy is a dual-sport athlete with football and basketball, it counts as a football scholarship unless he switches exclusively to basketball. That happened with Nate Robinson at UW -came in on a football scholarship, finished on a basketball scholarship. For Lochte, he couldn't have been a "walk on" basketball player because the scholarship would have then been attributed to basketball, taking up one of their 13 spots, which there's no way Ohio State MBB would have agreed to.
