How is she supposed to know why he destroyed a massive part of the city? Of course from an outside perspective people would see shadow garden as evil.

I saw the scene where you said that Akane was Claire's past life. Well actually that's wrong it's true that Akane and Claire look alike but she is not Claire's past life. There are completely different people Akane was Cid's classmate when he was Minoru in his past life and Claire is Cid's sister in his current life. And we later see Akane later on in the story.
