What is this baby magpie trying to do?

so for a good period of time, this guy is just going back and forth like this. This is a baby or sub-adult magpie, very young

HE THINKS ITS HIS LOST NEST THAT HE WAS BOOTED OUT OF, AND NOW WANTS BACK IN THE NEST!! ITS SCARY OUT HERE IN THE REAL WOELD!! CATS ALAWYAS AFTER HIM LOL

The gap in the fence is the widest in that corner, so, as he can't fly, the remainder of the fence looks like solid barrier to him. Hence, he repeatedly returns to the corner gap.
