Harris is not in charge of the Border - Biden is. She was never assigned the title "Border Czar". She was not assigned to "secure the border". Her duty at the border was to helm diplomatic efforts to address the root causes of migration from Central America to the U.S. That's it. The official duty of Vice Presidents is ONLY to take over if the POTUS cannot perform the duty for which they were elected.
