It's really hard to research the particular choreographers of Seventeen's songs. However, from fans discussion in Reddit. The choreographers SVT frequently work with are Choi Youngjoon (renowned kpop choreographer, mentor on Produce 48), Yoon Hyelim (Pledis in-house performance director/choreographer), and the Look choreography team (another well-known kpop choreography team).
For this song, they worked with LOOK Dance Studio dance team.Lee Dabin and Lee Junwoo (head choreographers for Look): They talk about the choreographies they worked on for Seventeen, and mentions a bit on the creative process of making the Thanks choreography and Hoshi's input on UA-cam channel AYO “Comment Defenders”.
When Hoshi created the thanks choreography, he thought about carat. There is a movement of crossing the little finger, there is a ring that the member is wearing. This means that svt and carat meet & are connected & cannot be separated

I think the part you mentioned was sign language but not sign language for Thanks. But the sign language for Thanks is used in the main chorus. Its these 3 tap moment they do on their arm. Also I think the formation of the 2nd chorus where few members get up and few sit down, if you see the top view that forms THX.
