So I'm born and raised in D (class 97 MLK). I lived in many places since but every place I went (major cities) I noticed that the police rarely "match" the area in which they are patrolling/policing. An officer should only be able to police an area in which they live (and this is coming from a police family with a police business partner). Think about it people, if you don't live in the area, you are not part of the community thus you are not as connected to the people in the community. It's like you don't have a dog in the race, no skin in the game. In theory (and practice), one could commit heinous acts on individuals because they don't identify with the people of that area. You could even think of the residents as enemy combatants (especially if you have a military background and were "coached" by other officers) and treat them as such. When LAPD was originally created, they only recruited Caucasian men of a certain mindset that didn't live within LA. Its called predictive programming and it allows you to predict the outcome of a situation based on created/influenced environmental factors. I know the arguments, such as the officer becomes a target if they live in same neighborhood that they police. Well the other way hasn't been working and it comes down to trust, you can't be scared of the residents in which you "promote peace" and the residents can't be scared of the "peace officers". During segregation, Black officers lived in the neighborhood (had no choice) and were part of the community not agents in the community, they kept the community safe and were respected even by some of the criminals. You telling me a 20 something looking Caucasion female and her mixed partner fit there. You need to look up the history of Northville police and Livonia, they don't play those games (the police look like the majority of the residents, they represent them). It matters.
