The Chinese space industry is incredibly reckless: allowing "static" fires to launch their rocket, dropping stages containing toxic materials over populated areas and now trashing low Earth orbit. The international community needs to do whatever it can to bring them into line.

The speed of the objects is not the issue. The "relative" speed of the objects is the issue. If all that debris was going in the same direction at the same speed at the point of collision it would be like bumping into a stroller. And really, do you think lawyers and governing are going to bring the solution? How about some plain ole common sense and golden rule. I don't have much hope. We can't even get the whole world to drive on the same side of the road. And lawyers and governance haven't fixed that in over 100 years.

About the Kessler syndrome. I call it the "We'll fix it later and get the tax payer to fit the bill" debate.
By the way, all claims of "China is reckless" should be balanced with "What has your country done?". SpaceX is thinking "let's avoid creating junk" when the actual focus should be "let's clean up the junk, no matter who did it".

My thought recently has been "surprise" that NASA permits its "private contractors" essentially to do their own thing regarding space suits and their "fittings" (to capsules, ships, persons, etc.) and various docking adapters (which should be two-way so craft can dock to each other as well as to targets like space stations, habitats, etc. Satellites need common access points for debris capture, de-orbiting, refueling, repair, etc. Internationally, for Russian, Chinese, American, etc. (private, public, military, etc) space craft, these should be agreed-upon standards. For example, in earth or lunar orbit or on the moon's surface, especially in the case of some emergency when international cooperation and assistance would help. I'm pretty sure there are many such "standard practices" for civil aviation and maritime activities (even though electric power frequencies, wall plugs, etc. do still differ everywhere).

What did America do in Vietnam, Afghanistan, Panama, Iran, Libya, Syria, Egypt, Mexico…. ?
