Kyle Stubbs yes. , usually that's an unsettled air mass that causes tornadoes, when you feel cool air hitting you in one direction then warm humid air hitting from another direction....I've seen it windy in one spot and just a few feet away-no wind at all...its strange...but its usually signs of tornado conditions.
When I lived in nj, and we got a lot of wind, watching peoples umbies fold like this used to crack me up. I'd be looking out my train window laughing my ass off. I'm pretty sure I'm weird.
