Yes, there were 2. The full time #16 Roush Racing Ford for Ted Musgrave, and the Winston West (you got the name right) #16 driven by Bill McAnally, who is now known as the highest profile team owner in what is now the ARCA Menards Series West. McAnally's car was officially entered as the #16W.
At 57:05 it says Hillin Jr best qualifying of 1997 was 2nd at Talladega. That was the race after Sonoma. And then Dr Jerry Punch says: "he is still sky high after qualifying on the outside front row at Talladega where we will go back on saturday." I guess this qualifying session was not live.
This session did air live. Talladega was originally scheduled to be run prior to Sonoma. However, the race was postponed multiple times due to rain. Ultimately, the teams hauled to California for the Save Mart Supermarkets 300, then returned to Talladega the next weekend to run the race 13 days after it was originally scheduled to be held.
