It's because of how openly he desperately chases after Roxas, endlessly. How he opens up to him when he didnt like any of the organization members. The little ways he acts and things he says.. it was just more than friendship..

It´s a fact, that axel loves Roxas. People just got different theories of that love. Others thinks that Axel sees Roxas as his little brother, Another as his lover x3 I think that at first Axel saw Roxas as his dear friend and little by little he learned to love him :D
At least to me, it's painfully obvious in the little things he says, the little ways he desperately goes after Roxas. I don't think it was merely the organization making him.. I feel like he wanted to. The 'heartless/emotionless' characters are still portrayed to have deep seated feelings and desires that having no heart couldn't seem to fix. At least in my eyes.

I forgot to add: *he'd do anything to protect Roxas/help him, even if it means sacrificing himself (which is basically what happens when Axel saves Sora from the hoarde of Dusks). @thefopsvids Alright! @thefopsvids well,roxas has always meant a lot to axel,even ventus meant something to lea,and axel cares about roxas because roxas makes him feel like he has i heart,like he has what he's always wanted. And despite the whole "nobody" thing,he feels happy when he's with roxas

Anyway, when Axel was first introduced, he was pretty cold-blooded (AKA in CoM), but in KH2 he was a lot less foreboding. Why? I'd say Roxas. In the second game, Axel pretty much makes it clear he'd do anything to protect Roxas/help him. And...well...some of those lines, c'mon 8D "He was the only one I liked." "He made me feel like a had a heart." So cute
you DO know that Axel's the one that cries right? D: it only shows in the Final Mix version but it shows a tear falling down his face when he calls Roxas his 'partner' and that's the tear we all see ._. so depressing...
