Holy shit I've been searching the whole internet for a some video which explains how to tune the carby cos all the others are basically gibberish. Thank you so much I'm gonna go try this on my Baja so wish me luck, I'll come back and edit this comment if it works.
Probably flooded it so you need to take the spark plug out and open the choke and and slowly pull the pull start leaver a few times and it should clear it out. Once done put the spark plug back in and copy his carb settings or do L-1.25 H1.50-1.75 and it will or should start. If not you may have a different issue.
It just depends also on outside conditions and whether your running stock or any hi performance parts. Once tuned you do have to turn hi side until you get hi clean sound with at the same time you need to see smoke to make sure your not running too lean

The music is higher than your voice , barely can hear you
on my 36cc with your setting the low was fine but it was way too lean on the high,car would bog down had to open the high another full turn

Sorry I didn't see your question earlier but to be lean is clockwise and richen would be counterclockwise on the high side.
