    Is it compulsory for the MMC symbol to be put at the lower frame?

      No, you don't have to add the MMC modifier. However, the tolerance in the lower frame is usually (not always) calculated based on the MMC clearance between hole and pin so it makes sense to add the mmc modifier.

    The simplest approach is to use the Continuous Feature Symbol (CF) to indicate that those holes should be treated as one, avoiding confusion for inspectors and minimizing costs, as using composite tolerancing in this scenario defeats the purpose of GD&T, which is aimed at cost reduction.

      Continuous feature is the same as coaxial within zero at MMC (rule #1 now controls coaxial). The composite position instead allows 0.1 at MMC and allows more tolerance than CF for this application.
