I say Megaman's Charge Shot should be equal to a standard bullet from X. There's supposed to be that much of a difference in raw firepower. That and Megaman is also not built to take as much damage as X was.
In the lore is implied that all robot masters were decommissioned thanks to doctor Wily and the technology for robots better than mechanoloids (non-sentient in any way) stagnated, Doctor Cain even said that he didn't understand everything about X's buster, which doesn't seem any different from Rock's buster and the parts he didn't understand are probably related to the copy chip and charge shots, which Rock also have.
8:38 Is a good touch in that he gets sliced in half. This reminds me of a time when I played Mega Man X and I could have sworn Launch made a different face during his destruction. But I've never been able to duplicate it since then, so I figured it was just my imagination or something.

I think they should have either made the fourth armor with the 4 charge shots or give a option with the ultimate armor to have the plasma shot or 4 charged shots instead

I just use what the mega man sprite inc calls it (it goes Max/Hyper Armor) I also use it for my thumbnails with sprites
