I think the neighbour is Joe's mum - her hands look like those of an older woman (a possible hint, because that's really all we saw of her) - his mum was talked about the whole season, so it would make sense that she'd appear in season 3 - joe might have found out where she lived and bought the house next door on purpose - joe's obsession with women and keeping/controlling them may come from his abandonment issues with his mother, so it would make sense that he'd be obsessed with finding her too - we also know that she isn't dead, so it's definitely in the realm of possibility

I love how the show is written to make Joe come across as much more charming than he actually is, it shows how the general public tends to have a fondness for someone as attractive and charming as he is, no matter what he does. And while Joe is a terrible guy, the fact that his narrations and relatability allow him to get away with so much. I think it's great that Penn acknowledges that Joe is a terrible person.

I think the neighbour is Joe's mum
- her hands look like those of an older woman (a possible hint, because that's really all we saw of her)
- his mum was talked about the whole season, so it would make sense that she'd appear in season 3
- joe might have found out where she lived and bought the house next door on purpose
- joe's obsession with women and keeping/controlling them may come from his abandonment issues with his mother, so it would make sense that he'd be obsessed with finding her too
- we also know that she isn't dead, so it's definitely in the realm of possibility
