It is a long circuit, so theoretically could suffer from voltage drop, but real world that is highly unlikely to happen. 23:40 exposed single insulation in a ceiling void would be a C3 IMO, I wouldn't be re-terminating these assuming CPCs are continuous. 23:49 2.5mm on a 32A MCB feeding one single or twin socket is fine, perfectly compliant. It is the same as a spur from a ring final.
You have a point if everything is RCD protected. Just something I’ve always done is make the zs land within the max zs for the mcb. The ADS is on the RCD then rather than the mcb that’s all. Is it better to be over Ed by both? Let me know

How do you know it’s a 100A supply? Out of curiosity
Do you need to down rate the ring to 20 because it’s protected by an RCD so the readings can be as high as 1667 ohms can’t they?

How long would it normally take you to carry out an EICR on your own with a property that size?
