It controlled Mega evolution thing like it's nothing (Unlike korrina can't bond or control when her Lucario mega evolves initially).Also Ash Lucario became super strong very quickly (it took 64 episodes from egg to Mega Lucario) So it deserves No1 as it's power going up so quickly.
I would have kept top 3 like this 1. Sir arron(considering it's power in the movie also handling the three regis at ones) 2.mega evolution guru(experience) 3.Ash
