As a Chinese, I have some issues to discuss with Western friends about personal privacy. In private places, privacy is unquestionable, such as at home. Don't wanna talk big here, just share a story back in my hometown, a tier 5 city in China, there was one traffic accident happened two or three years ago on a crossroad, one old lady got hit and hurt by a car at night, that car ran away from the site immediately and the police failed to track him down in one day, took them three days to find the driver, some citizens were really mad at it because the city government did not set high-resolution CCTVs on that crossroad, without newest camera, the plate of that car were too blurred to see, so the government had to replace those CCTVs in days. That's how Chinese people view on public security cameras.

There were many homeless people on the streets, graffiti and litter, and my UK friends advised me to be very cautious about using my phone at night due to safety concerns. It's true that China is not a democratic country, but the Communist Party has made progress in improving the living standards of Chinese citizens. I remember 30 years ago, when I returned to China, there were many beggars on the streets, and issues like robbery and kidnapping were real concerns. But China has since undergone a remarkable transformation, becoming even more modern than Hong Kong in many ways. Lifting 1.4 billion people out of poverty is an immense achievement.
I must pull you up on one item there. China is a VERY democratic country. It is just different. While you don't vote who runs the country, those people are under extreme scrutiny. There are 98 MILLION members of the CPC. And all members have a chance to shape policy. Even non-members more of a say about how the country is shaped. For instance China has a great system for feedback to the various levels of government. More people in China OWN a part of the company they work at. Meaning that this democracy extends to the workplace and working conditions. So please. Understand. China's democracy looks very different. But if you dig deeper you'll find that the quality and quantity of democracy that their systems allows is considerably more effective than it is in the west.

China has low violent crime but high property crime. My laptop was stolen while I was asleep and other coworkers also had their apartments robbed. Bikes and phones are also stolen a lot. It varies by neighborhood and where I live now is safer.

They went back as fast as possible, this is time span of just little over 5 minutes. The purse was there, but all the money was gone. actully lots of cameras on the street don't belong to goverment, some of them are used for traffic management. if someone didn't follow the rule, e.g, traffic light. they will receive the bill in several weeks later. some of the cameras are used to capture the car ID for charging the parking fees. some of the cameras belong to the store, mall and private resident area. of course only the policeman and the owner can check these video when criminal happened.

I believe that foreigners have a misunderstanding of the surveillance camera, assume that someone will sit in front of the screen and watch you. In fact, no one is watching at all, it is just recording. and It is a great chance will be overwrite by new capture.

In the West we have cameras always watching us too, in every shop, store, mall, on streets, on peoples front door, car dashcams and we are even photographed by the traffic cameras, i think most in the West don't realise how many cameras are around them.

A neighbour of my grandparents in Shanghai had their expensive pot plant stolen from outside their hutong. They went to the police and with their help, managed to track down the culprit through CCTV footage.
Here in Sydney Australia you have bank robberies and jewellery shop smash and grabs in the middle of the CBD during broad daylight and the police can't manage to find them.

actully lots of cameras on the street don't belong to goverment, some of them are used for traffic management. if someone didn't follow the rule, e.g, traffic light. they will receive the bill in several weeks later. some of the cameras are used to capture the car ID for charging the parking fees. some of the cameras belong to the store, mall and private resident area. of course only the policeman and the owner can check these video when criminal happened.
