I reckon Yes, as you would have already gotten the VISA. And it means your financial docs are already gone thru the checking. So, you can spend that money. But, make sure you still have enough balance to cover up you if you went thru a situation in need.

But the exact line says that, “you must not engage in work before your course of study commences.” So, orientation is just a demonstration or you can say tutorial, it’s not the study. So, I think so it should be said from your week after your o-day! Just assuming as per the mentioned lines.
