the letter "pa" must be in form of tattoo in hand. should not be drawn with marker otherwise it will be considered as fake .this will conform that the person using that symbol(drawn by marker) is not a juvenile and not a member of bhavani gang.so that only they suddenly decided to kill her. JD knows very well about this thing.so that he sends her for testing. thereby JD can now easily find out members of bhavani gang and he can easily punish them.in this scene ,his task is to find out and destroy all shops and bars associated with bhavani.

The plot of the story is that the children in the Juvenile Camp are told that they will get free stuff if they show the tattoo to the shopkeepers but in reality, the tattoo is a method to keep them from escaping the prison. If they show the tattoo to the shopkeeper (thinking they'll get free stuff) when they possibly escape the prison, they'll get caught and returned back to the prison by Bhavani's men

Bhavani has made an organization of crime, he made an identity of tattoo to all those who resist his demands and he use to give them this tattoo to get them what they desire, either a meal or clothes now as his group did not have any girl, JD was trying to find the group and he destroyed his organizational crime, he made a tattoo on girls hand and the one who attack her were Bhavanis support.
